A Health Certificate is an official document issued by authorized government authorities certifying that exported food, agricultural, and animal-origin products meet prescribed health and safety standards. In India, this certificate is mandated under the Food Safety and Standards Act, 2006 (FSSA) and Agricultural Produce (Grading and Marking) Act, 1937 for exports destined to international markets with stringent phytosanitary and zoosanitary requirements.
The certificate serves as proof of compliance with destination country regulations, World Trade Organization (WTO) standards, and Codex Alimentarius guidelines. It validates that the product originates from an approved establishment, has been produced under hygienic conditions, and is free from pathogens, pesticide residues, and contaminants exceeding permissible limits. Different types of health certificates apply to different product categories: FSSAI Health Certificate for processed foods, Plant Quarantine Certificate for fresh produce and seeds, and Veterinary Health Certificate for animal products.
