What is Packing List / Export Packing List?
A Packing List (PL), also termed Export Packing List, is a detailed commercial document that itemizes the contents of each package or container being shipped in an export consignment. It serves as the bridge between the commercial invoice and physical shipment, providing warehouse, logistics, and customs authorities with precise information about what is packed, how it is packed, and in which packages specific items are located. Under the Foreign Trade (Development & Regulation) Act, 1992 (FTDR Act) and the Customs Act, 1962, this document is mandatory for exports from India and must accompany all outbound shipments for customs clearance.
The packing list differs from the commercial invoice in that it focuses on physical packaging details rather than commercial terms. It typically includes package numbers, gross and net weights, dimensions, contents description with quantity, and HSN/HS codes aligned with India's Foreign Trade Policy (FTP 2023-28). For exports to specific countries or under preferential trade agreements (CEPA, FTA, CPTPP), packing lists must comply with DGFT (Directorate General of Foreign Trade) guidelines and destination country import regulations to facilitate smooth customs clearance abroad.
