AA EODC Surrender refers to the voluntary relinquishment of an Annual Advance Export Obligation Discharge Certificate by an exporter registered under the Duty Entitlement Pass Book (DEPB) scheme or Advance Authorization (AA) scheme under the Foreign Trade Policy (FTP) 2023-28. This surrender process allows exporters to return unused or partially utilized EODC credits to the Department of Commerce, administered by the Directorate General of Foreign Trade (DGFT), thereby closing their export obligation liability before the stipulated deadline.
The EODC system tracks export performance against import entitlements granted under AA licenses. When an exporter chooses to surrender their annual certificate, they formally abandon claims to any remaining unutilized export credit benefits for that fiscal year. This is distinct from normal EODC expiry and involves active submission of surrender documentation to DGFT regional authorities.
