An End User Certificate (EUC) is an official document that certifies the final destination and intended use of goods being imported into India. It serves as a declaration by the importer that the imported materials will be used for the stated purpose and will not be diverted to unauthorized or prohibited end-uses. The EUC is particularly critical for imports of sensitive items, dual-use goods, chemicals, and materials that fall under export control regimes under the FTDR Act (Foreign Trade (Development & Regulation) Act, 1992) and the Customs Act, 1962.
The EUC is issued by the Directorate General of Foreign Trade (DGFT) under the Ministry of Commerce & Industry and is mandatory for certain categories of restricted imports. It functions as a protective mechanism to prevent misuse, re-export, or diversion of controlled materials to embargoed nations or prohibited end-uses such as weapons production or illegal manufacturing.
