Water Consent (CTE β Water), formally known as Consent to Establish, is a mandatory environmental clearance issued by State Pollution Control Boards (SPCBs) or Union Territory Pollution Control Committees (UTPCCs) for industrial units that use water as a raw material or discharge treated/untreated wastewater. This consent certifies that the proposed water extraction, usage, and discharge activities comply with the Water (Prevention and Control of Pollution) Act, 1974 and applicable state water regulations.
The CTE β Water is distinct from the Consent to Operate (CTO), which is issued after the facility becomes operational. For EXIM-regulated industries such as food processing, textiles, chemicals, pharmaceuticals, and leather manufacturing, obtaining CTE β Water is a prerequisite before commencing commercial production. The consent validates that your facility's water management planβincluding sourcing, usage, recycling, and discharge protocolsβmeets environmental standards mandated by the Ministry of Jal Shakti and state authorities.
