Advance Authorisation – Self-Declaration is a streamlined DGFT (Directorate General of Foreign Trade) scheme that permits export-oriented manufacturers to import inputs duty-free and tax-free for production of export goods without requiring prior approval from DGFT authorities. Introduced under the Foreign Trade Policy (FTP) 2023-28, this mechanism operates on the principle of self-certification by the exporter, significantly reducing administrative burden and approval timelines.
Under this scheme, eligible exporters can file a self-declaration with customs authorities at the port of import, declaring their eligibility and commitment to export finished goods equivalent to the imported inputs. The scheme is governed by Chapter 2 of the FTP 2023-28 and regulations issued by the Ministry of Commerce & Industry. Unlike the traditional Advance Authorisation system requiring pre-approval, this self-declaration variant accelerates import clearance through expedited customs processing.
