Consent to Establish (CTE) is a mandatory authorization issued by the Ministry of Environment, Forest and Climate Change (MoEFCC) for certain categories of industrial projects before they can commence construction or operations. Under the Environmental Impact Assessment (EIA) Notification 2006 (as amended), CTE is a critical environmental clearance prerequisite that must be obtained prior to obtaining Consent to Operate (CTO).
For EXIM-related businesses, CTE applies to industries involved in chemical manufacturing, pharmaceuticals, food processing, textiles, leather tanning, electroplating, refineries, and other Schedule-1 and Schedule-2 activities. The clearance certifies that the proposed industrial unit complies with environmental standards and has submitted an acceptable Environmental Impact Assessment (EIA) or Environmental Assessment (EA) report to the relevant State Pollution Control Board (SPCB) or Union Territory Pollution Control Committee (UTPCC).
