RCMC (Recognized as Competent Authority Certificate) is a mandatory registration issued by the DGFT (Directorate General of Foreign Trade) to exporters and importers engaged in the trade of food products, drugs, cosmetics, and other regulated commodities. Under the FTDR Act (Foreign Trade (Development & Regulation) Act), 1992 and the FTP 2023-28 (Foreign Trade Policy 2023-28), RCMC establishes that an exporter or importer possesses the technical competence and compliance infrastructure required to handle regulated goods.
RCMC differs from IEC (Importer Exporter Code) registration. While an IEC is the basic identity number for all traders, RCMC is a specialized certification required only for specific product categories. The certificate is issued by the respective Export Promotion Councils (EPCs) or competent authorities such as the APEDA (Agricultural & Processed Food Products Export Development Authority) for agricultural products, SPIC for spices, or FSSAI for food commodities, depending on the commodity classification.
