SCOMET stands for Schedule of Chemicals, Organisms, Materials, Equipment and Technologies. It is a mandatory authorization issued by the DGFT (Directorate General of Foreign Trade) under the Ministry of Commerce & Industry for the export and import of items listed in the SCOMET schedule. These items include dual-use chemicals, biological agents, equipment, and technologies that have potential military or weapons of mass destruction applications.
The SCOMET license regime is governed by the Foreign Trade (Development and Regulation) Act, 1992 and the Foreign Trade Policy 2023-2028. The Government of India maintains a comprehensive SCOMET list aligned with international export control regimes including the Nuclear Suppliers Group (NSG), Australia Group (AG), Missile Technology Control Regime (MTCR), and the Wassenaar Arrangement. Without a valid SCOMET license, any export or import of these controlled items is prohibited and constitutes a serious violation of trade regulations.
