The Kimberley Process Certification Scheme (KPCS) is an international certification mechanism established in 2003 to prevent conflict diamonds (rough diamonds used to finance armed conflict) from entering the mainstream diamond supply chain. In India, KPCS implementation is governed by the Ministry of Commerce & Industry under the FTDR Act (Foreign Trade (Development & Regulation) Act, 1992) and administered through the DGFT (Directorate General of Foreign Trade). The scheme requires exporters and importers of rough diamonds to obtain official Kimberley Process Certificates that accompany shipments, ensuring chain-of-custody transparency and ethical sourcing compliance.
India is a major participant in global diamond trade, handling significant volumes of rough and polished diamonds. KPCS certification is mandatory for all rough diamond imports and exports, and partial applicability exists for polished diamonds exceeding specified weight thresholds. The certificate must be issued by the competent government authority of the exporting country and verified by the importing country's designated authority before clearance through Indian customs.
