EPR Authorization, or Extended Producer Responsibility Authorization, is a regulatory mandate issued by the Central Pollution Control Board (CPCB) and State Pollution Control Boards (SPCBs) under the Plastic Waste Management Rules, 2016 (amended in 2021). EPR Authorization is distinct from product certifications and operates under the broader framework of Extended Producer Responsibility principles, wherein manufacturers assume responsibility for the entire lifecycle of their plastic packaging—from production through post-consumer collection and recycling. Under the Foreign Trade Policy (FTP) 2023-28 and the Plastic Waste Management Rules, importers of plastic-packaged goods must secure this authorization before customs clearance of their consignments.
